PROBLEM TO BE SOLVED: To provide a heat insulating pressure roller excellent in heat insulation efficiency in totality while maintaining high surface compressive strength and surface smoothness. SOLUTION: In the pressure roller including at least a shaft core or a shaft pipe and a cylindrical body layer in order from the center side, the cylindrical body layer comprises porous ceramics including 100 parts by mass of an inorganic binder and 0-500 parts by mass of a heat-resistant inorganic material as a whole and giving an average bulk density of the whole cylindrical body layer of 0.2-1.5 g/cm<SP>3</SP>, and the cylindrical body layer may be composed of a plurality of layers different from each other in bulk density or may be a layer in which bulk density varies continuously, or a heat-resistant hollow inorganic material may also be used, whereby an average diameter of pores in the outermost surface of the cylindrical body layer is set to≤100μm and a surface compressive strength of the outermost layer is set to≥2 mPa.
