PROBLEM TO BE SOLVED: To determine an occupant type change accurately even when swing and the attitude or the like of the occupant vary during vehicle travel. SOLUTION: Load sensors 12a-12d detect a load charged on a vehicle seat 11 as a detected load value, and a load calculating means 14 determines a total load value charged on at least the whole vehicle seat and determines a load value charged on a part of the vehicle seat as a partial load value, based on the detected load value. Based on the total load value and the partial load value, a load variation calculating means 15 determines their variations as the total load variation and partial load variation, respectively, determines whether the total load variation and partial load variation are increasing or decreasing, and determines the total load varying direction and partial load varying direction. Only when the total load variation is not lower than a predefined first threshold, the partial load variation is not lower than another threshold different from the first threshold, and the total load varying direction and partial load varying direction are the same, type change permitting signal for indicating the type change permission is outputted.
