PROBLEM TO BE SOLVED: To discriminate a resident from a stranger, and to enhance the effectiveness of security. SOLUTION: A terminal signal receiving means 2 receives a terminal signal from a portable terminal means 1 of a user who has gotten on a riding cage, and outputs it to an elevator controller 3 and a user-discriminating means 4. The user discriminating means 4 compares the terminal signal with resident identification data 9, and decides that the user is a resident in a building. A resident entering/leaving state discriminating means 5 decides that the occupancy room of the user has changed from its leaving state to its entering state, when the cage has reached the user's occupancy story, and the elevator door has opened.
