PROBLEM TO BE SOLVED: To efficiently heat a rotary fixing member to a fixing temperature and to prevent the fixing member in a stopped state from being overheated and starting to give off smoke and flames, with the result that the fixing member is burned and damaged. SOLUTION: A rotation detecting pattern 1e is formed on the external circumferential face of a fixing belt 1. After a fixing operation, the rotation detecting pattern 1e stops right in front of the position where the pattern 1e faces a rotation detecting sensor 7. When the fixing operation starts again, a change in reflected light from the rotation detecting pattern 1e is detected by the rotation detecting sensor 7 almost at the same time as the start of the rotation of the fixing belt 1. Then, an electromagnetic induction heating device 5 is turned on. Accordingly a warmup period can be shortened. In addition, in the case where the subsequent change in reflected light is not detected even after a given control reference time has elapsed after the detection of the change in the reflected light, the electromagnetic induction heating device 5 is turned off.
