PROBLEM TO BE SOLVED: To accurately perform truing by correctly measuring the arrangement of a grinding wheel before machining and the phase deviation of projection/recess of a grinding wheel part corresponding to gear teeth. SOLUTION: After fixing the grinding wheel to a retainer 1, the arrangement of the grinding wheel and the phase deviation of projection/recess of the grinding wheel part are measured by a position measuring instrument 2. The grinding wheel is then conveyed to a working machine 3, and wire electric discharge machining is performed by the working machine. At this time, the retainer 1 is provided with a positioning part, and the position measuring instrument 2 and the working machine 3 are provided with positioning members 2b, 63a of the same constitutions.
