<p><P>PROBLEM TO BE SOLVED: To perform depolluting treatment of a substance including an organic chlorine compound, such as dry distillation and dechlorination treatment of a substance including an inorganic material far more than the organic substance in a reducing atmosphere for incinerating the waste water including an easily-burnable component and recovering useful metal. <P>SOLUTION: This device is constituted to charge a treatment object in which a base of more than several times the chemical equivalence to halogen content in the treatment object is mixed, to a device comprising a base chamber which accommodates a granular matter including a base in a structure surrounded by a heat insulating material, and through which the exhaust gas is passed, a combustion chamber, a treatment chamber partitioned from the combustion chamber by an air permeable substance having catalyst action, a rotating body with a bucket for sending the treatment object to the treatment chamber and filled with the heat insulating material, an air supply structure for sending the air exchanging the heat with the exhaust gas flowing in the base chamber by a countercurrent method, to the combustion chamber and the treatment chamber, an exhausting device for exhausting a gas after the heat exchanging, from the base chamber, and a heater keeping a minimum temperature of the gas near the treatment chamber and not consuming oxygen in the base chamber. <P>COPYRIGHT: (C)2005,JPO&NCIPI</p> |
