PROBLEM TO BE SOLVED: To provide a method of estimating a potential discharge capacity for a battery capable of grasping accurately a condition of the battery, and capable of estimating a capacity for driving surely a load as the potential discharge capacity, and a method of calculating a degree of deterioration thereof. SOLUTION: Total voltage drop Vmax due to an internal resistance is calculated in discharge of the battery, a value obtained by subtracting the total voltage drop Vmax from an open circuit voltage OCVn at the start of the discharge is calculated as an index voltage value Vadc of the potential discharge capacity, an open circuit voltage OCVd is detected when the battery is charged up to a full charge condition after the discharge, a ratio of a differential voltage between the open circuit voltage OCVd and a discharge end open circuit voltage OCVe to a differential voltage between a fully-charged open circuit voltage OCVf in a nondeterioration time and the discharge end open circuit voltage OCVe is found as the degree of the deterioration, and the potential discharge capacity capable of keeping the discharge of the maximum current Ip in the discharge is estimated based on the index voltage value Vadc and the degree of the deterioration.
