PROBLEM TO BE SOLVED: To provide an image forming apparatus having excellent durability, suppressing filming and achieving excellent dot reproducibility and transfer property, and to provide a method for forming an image. SOLUTION: The image forming apparatus functions to develop an electrostatic latent image formed on an electrophotographic photoreceptor with toner. The electrophotographic photoreceptor comprises at least a conductive supporting body, a photosensitive layer and a surface layer and shows 1.5×10<SP>8</SP>to 2.3×10<SP>8</SP>N/m<SP>2</SP>HU (universal hardness) and 46 to 65% elastic deformation ratio. The surface layer comprises a hardening resin. The toner contains at least a binder resin, a colorant and a release agent, and has 4.0 to 8.0μm weight average particle diameter (D4), 0.915 to 0.950 average circularity, 1×10<SP>5</SP>to 1×10<SP>8</SP>Pa storage elastic modulus at 80°C, and at least one temperature in a 60 to 72°C range at which tanδequals to 1.
