PROBLEM TO BE SOLVED: To provide a variable transmittance ND (neutral density) filter using a light shielding liquid. SOLUTION: The optical element has a 1st optical member and a 2nd optical member arranged in the optical axis direction and a liquid layer formed between the 1st optical member and 2nd optical member. The thickness of the liquid layer in the optical axis direction changes due to the relative movement of the 1st optical member and 2nd optical member in a direction orthogonal to the optical axis direction.
