PROBLEM TO BE SOLVED: To provide an electrochromic element with excellent response even under low temperature. SOLUTION: The electrochromic element 1 comprises a solid electrolyte layer 12 and an electrochromic element layer 11 interposed between a pair of electrodes 13a, 13b wherein the solid electrolyte layer 12 is at least constructed with water as a main component, a conductive conjugate polymer, a conductive polymer gel including a surfactant and/or an alcohol and an electrolyte included in the conductive polymer gel.
