PROBLEM TO BE SOLVED: To provide a high-quality core monitor system by linking computer resources located inside and outside a reactor site through a communication network. SOLUTION: The core monitor system monitors a core in a nuclear power plant by using computers. The system has a trigger means 3 which receives instructions from users of a reactor, a core condition evaluation means for evaluating an operation limitation value or an operation domain on the basis of the instructions, an optimum operation procedure preparing means for preparing the optimum operation procedure for the operation limitation value or the operation domain evaluated by the core condition evaluation means and an operation procedure output means for outputting the optimum operation procedure prepared by the optimum operation procedure preparation means. Each of the means mentioned above exists realizably on a first computer 9 located in the nuclear power plant and a second computer 11 connected to the first computer 9 through a remote communication network 8.
