PROBLEM TO BE SOLVED: To precisely stretch a film with an orientation axis slanted by curving curvature rail parts circularly. SOLUTION: A rail is formed by connecting intermediate rail parts 43b and 44b, the curvature rail parts 43e and 44e, and outlet side rail parts 43c and 44c. Rail bases 48 and 49 are connected rotatably by a connection shaft 50. The connection shaft 50 is displaced by a lead screw rod 51, and the intersection angle of the intermediate rail parts 43b and 44b and the outlet side rail parts 43c and 44c is changed. A pair of link levers 55 and 56 is set rotatably in the rail bases 48 and 49. One end part of an arc holding frame 54 is connected rotatably to the connection shaft 50 of the rail bases 48 and 49, and the connection shaft of the link levers 55 and 56 is held slidably by the other end part.
