PROBLEM TO BE SOLVED: To form an electromagnetic shielding layer superior in an electromagnetic shielding characteristic by a simple application method. SOLUTION: In an electromagnetic shielding material, metal particles whose primary particle diameters are 200nm or less are fused, and a conductive thin film whose film thickness is 0.2 to 100μm and volume resistance value is 1×10<SP>-4</SP>Ωcm is formed on a substrate. In the manufacturing method of the electromagnetic shielding material, a metal oxide dispersion where metal oxide particles whose primary particle diameters are 200nm or less are dispersed in a dispersion medium is applied on a substrate.
