<P>PROBLEM TO BE SOLVED: To enable a very large portion of a functional particle constituting a functional layer to bring in contact with a target to be treated such as air or the like thereby enhancing the performance of a functional member. <P>SOLUTION: In a adsorption fin (20) as the functional member, the functional layer (23) is formed on the surface of a substrate (25). The functional layer (23) becomes a state in which a binder (27) is dotted on the surface of each zeolite particle (26). The zeolite particle (26) is joined with the substrate (25) and other zeolite particle (26) by the binder (27) dotted on the surface thereof. Further, the functional layer (23) is formed of innumerable voids (24) surrounded by the zeolite particle (26) and the substrate (25).
