IMAGE ENCODING APPARATUS, IMAGE ENCODING METHOD, AND ITS PROGRAM

PROBLEM TO BE SOLVED: To provide an image encoding apparatus, an image encoding method, and its program which lessens a circuit scale without decreasing a compression efficiency and selects a block to predict an AC component flexibly.

SOLUTION: A selector 115 outputs selectively either a quantization coefficient read out of a buffer 104 or a difference value between a prediction coefficient output from a quantizer 113 and the quantization coefficient read out of the buffer 140 by a block unit according to a selective signal. A zero judging apparatus judges zero or not for a reverse quantization coefficient of a block adjacent to a periphery of a processing object block read out of the buffer 105. A zero judging apparatus 107 judges zero or not for the reverse quantization coefficient of the processing object block read out of the buffer 105.The selective signal is output from a subtractor 112 based on the judged results of the zero judging apparatuses 106 and 107.
