<P>PROBLEM TO BE SOLVED: To provide a motion vector detecting apparatus and a motion vector detecting method capable of efficiently and correctly detecting a motion vector per pixel without increasing an operation amount in motion vector detecting processing based on a candidate vector system, and to provide a computer program. <P>SOLUTION: In processing for selecting a motion vector corresponding to each pixel constituting the motion image data from a plurality of candidate vectors and correlating the selected vector, correlation decision processing between the candidate vector and a pixel value of a pixel of a different frame designated by the candidate vector is executed, only a candidate vector for designating a pixel in which correlation is recognized is selected as the result of correlation decision processing, and block matching processing is executed to which a block set corresponding to the selected candidate vector is applied.
