PROBLEM TO BE SOLVED: To obtain a developing roller with less resistance variation by pressure fluctuation and by which a high definition image is attained at the time of starting even when the accuracy of the outer diameter, and the deflection of the developing roller is poor. SOLUTION: The developing roller is characterized in that a surface layer is provided around an elastic body containing an ion conductive substance, a resistance value of the surface layer is smaller than that of the elastic body and a resistance value at the time of starting is 100 or less times the resistance value at the time of rotation.
