ROAD INFORMATION GENERATING/DISTRIBUTING DEVICE AND SYSTEM, AND ON-VEHICLE DEVICE

PROBLEM TO BE SOLVED: To solve a problem in which a conventional device can not notify a driver of information on a new road including a halt position when information on the new road is not registered in a map database. SOLUTION: An on-vehicle device 10 transmits information on the speed of a vehicle detected by a vehicle speed sensor 1 and the position of the vehicle detected by a GPS sensor to a base station 20 through a communication device 6. A road state decision device 22 of the base station 20 specifies a place where a stop needs to be made on the basis of the information on the speed and position of the vehicle sent from the on-vehicle device 10, and transmits it to the on-vehicle device 10 through a communication device 21.
