PROBLEM TO BE SOLVED: To store appropriate video data when there is a failure in a transmission route. SOLUTION: A remote monitoring and control system transmits the signals of control information together with video data obtained by a monitoring camera 51 through a line. The system comprises a level detection part 55 for detecting the reception level of the signals of the control information, and a controller 53 for, while sending out the video data arriving from the monitoring camera 51 as they are in the case that the reception level detected by the level detection part 55 is equal to or higher than a prescribed value, storing the video data arriving from the monitoring camera 51 in the case that the reception level is less than the prescribed value and sending out the stored video data when the reception level becomes equal to or higher than the prescribed value thereafter.
