The device has a knitted, woven or not woven curtain (1) installed on ground at the time of disaster and stabilized by stabilization arms (8). The curtain is deployed in an ascending manner by tension exerted by a tension spring (14) on two cables (12) based on a control of an operator. The cables simultaneously act on the opening of two sets of articulated arms (10). The curtain is watered after deployment.
