The device has a part comprising at one of its ends a threaded orifice to be screwed on a through bolt. The part has a hole for permitting to place a head axle that is inserted into the through bolt to block the through bolt. The part has at another end a laterally drilled cylinder with diameter of shackle of a U-shaped padlock. Another part has a cylindrical tube to integrally cover the former part and the axle.
