PROBLEM TO BE SOLVED: To obtain a video transmitter for displaying a video image at a remote place by transmitting the video data of a pan-tilt camera through a network in which a browser using a low capacity line can be provided with the video image of the pan-tilt camera at the time of camera control while enhancing real time performance. SOLUTION: Priority of video regions being transmitted in response to a camera control command is determined and video data other than that in a remarked direction is processed while lowering the priority. For example, the left half video data is not transmitted during right panning, or the left half video data is subjected to high compression, or the video data is transmitted sequentially starting from the right half data.
