PROBLEM TO BE SOLVED: To measure simply the electric conductivity of little water included in a specimen, water permeating the specimen having a small coefficient of permeability, or water passing through the specimen in the state where a pressure change is applied to the specimen. SOLUTION: This device is equipped with a pressurizing means to the specimen, and a forced supply means of water. The device can measure the electric conductivity by using a cell 5 in the flat surface-contact state with the specimen, wherein an electrode 4 is buried flatly into the contact surface, in the water-dipped state of the whole electrode 4 by wetting the whole surface of the cell 5 by water, even when the amount of water oozing out or permeating from the specimen 6 is small.
