PROBLEM TO BE SOLVED: To provide a solar heat collector panel with a simplified structure, more superior heat insulation property, and high collector efficiency. SOLUTION: In the solar heat collector panel, a unit 10 is composed such that a heat collection plate 40 and a pipe 50 for a heating medium comprise an integral construction with a transparent heat insulating material 20. An MOxNy (M is Ti or Al) selective absorption film 30 is coated on the heat collection plate 40. The transparent heat insulating material 20 is silica aerogel. By this, since the heat collection plate 40 is embedded in a transparent heat insulating material 20 interior, and strength of the transparent heat insulating material 20 can be improved, a transparent heat insulating material such as silica aerogel can be used as a heat insulating material of the solar heat collector panel, and since the selective absorption film 30, the heat collection plate 40, and the pipe 50 for the heating medium are sealed without a gap, no convection of air occurs, heat insulation property is superior, and the panel can be lightened and simplified.
