PROBLEM TO BE SOLVED: To obtain a gel-forming composition whose gelled material has a flexibility, deformation-following property and further waterproof property, capable of following without being broken even if ground basin deformation is formed by the self weight of a construction, by an outer force, by receiving wave on the ground basin, or by receiving vibration from a traffic load, or the like, and also protecting the ground surface well even getting erosion by rain water, and to provide a method for using the same. SOLUTION: The gel-forming composition contains a solution type silica compound, a polyvinyl alcohol and a crosslinking agent for the polyvinyl alcohol as active ingredients.
