PROBLEM TO BE SOLVED: To enable a driver to perform supporting guidance of the running of a mobile unit inexpensively and properly. SOLUTION: Static movable area extraction means 106 extracts an area where the mobile unit can move from map data as a static movable area on the premise that the mobile unit is at rest. Static movable area quantization means 107 quantizes the static movable area to be a quantized movable area. Dynamic movable area calculation means 108, using the quantized movable area, determines a dynamic movable area indicating an area where the mobile unit can move according to the moving direction and moving speed of the mobile unit in the movable area where the mobile unit is at rest. Moving recommendation condition decision means 109 decides a moving recommendation condition which recommends the movement of the mobile unit according to the dynamic movable area.
