PROBLEM TO BE SOLVED: To enhance the RAS (reliability, availability and serviceability) of an information processor composed of a bus divided into a plurality of unit buses and a plurality of units connected to the buses. SOLUTION: Each of the units 1-5 communicates with the other units at predetermined time intervals. Of the normally operating units, the unit that least uses resources is selected and caused to function as a bus arbiter. Thus, the RAS is enhanced, compared with that if one unit is permanently made to function as a bus arbiter. When requests from a plurality of bus masters to use the buses compete against one another, the unit that functions as the bus arbiter preferentially grants the right to use the buses to the bus master having the greater number of processes in operation, on the premise that the number of unit buses requested is not more than the number of buses not in use.
