PROBLEM TO BE SOLVED: To provide a reel base device stabilizing the size of torque over a long period of time. SOLUTION: The reel base device 10 comprises: a driving element 11 to be rotationally driven; a reel base 12 provided so as to be rotated relatively to the driving element 11; a magnet 15 and a magnetic plate 18 for generating hysteresis torque between the driving element 11 and the reel base 12; and a washer 17 arranged between the driving element 11 and the reel base 12 for generating frictional torque.
