Fuel pressure control units (18,39) raises the fuel pressure (PF), after stop is determined. The fuel pressure sensor (19) detects the fuel pressure supplied to an injector (15). The fuel pressure control unit performs variable setting of the detected fuel pressure as feedback information. A state determination unit decides the state just before the stop of the internal combustion engine.
