<P>PROBLEM TO BE SOLVED: To provide a technology that raises temperature of a fuel cell to an operating temperature without deteriorating operation state of an internal combustion engine in the internal combustion engine having the fuel cell in a gas discharge system and that can supply a fuel to the fuel cell without deteriorating the operation state of the internal combustion engine. <P>SOLUTION: The fuel cell 3 is warmed up by the heat generated in a first catalyst 7 by supplying discharge gas in which HC or CO concentration is enhanced by a fuel injection of which timing is different from the main injection.
