PROBLEM TO BE SOLVED: To provide a magnetic recording medium having high magnetostatic characteristics and excellent recording characteristics and to provide a magnetic recording device provided with the same. SOLUTION: The magnetic recording medium as a high density magnetic recording medium is provided with:, on a non-magnetic substrate, a soft magnetic backing layer formed by using a soft magnetic material; a first lattice plane interval controlling layer formed by using Ru or an alloy consisting essentially of Ru; an intermediate layer formed by using Co or an alloy consisting essentially of Co; a second lattice plane interval controlling layer formed by using Ru or an alloy consisting essentially of Ru; a recording layer formed by using a CoPtCr alloy magnetic film containing an oxide; and a protective layer.
