PROBLEM TO BE SOLVED: To provide a packaging material excellent in steam barrier properties or shading properties and having easy cutting properties, and a packaging bag manufactured using it. SOLUTION: This packaging material is constituted by laminating a base material layer (11) and a polyethylene layer (12) through an adhesive layer (13). The polyethylene layer comprises C<SB>4</SB>L-LDPE with a density of 0.920-0.925 g/cm<SP>3</SP>and is constituted by successively laminating three layers, that is, a first layer (121) containing 1-20% of a white colorant, the second layer (122) containing 1-20% of a black, gray or brown colorant and the third layer (123) being a transparent layer containing no colorant from the adhesive layer side.
