PROBLEM TO BE SOLVED: To provide a charging device with a charging wire which is free of discharge unevenness and has a long use life, and an image forming apparatus of good image quality using the same. SOLUTION: The charging device for charging a photoreceptor 3 rotating in a specified direction is equipped with: a shield case 2 having an opening part directed toward the photoreceptor; a charging wire 2 of≤0.9μm surface roughness R<SB>max</SB>and≤45°local inclination disposed at a specified position of the shield case; and a voltage applying means of applying voltage to the charging wire.
