PROBLEM TO BE SOLVED: To provide a control device with a plurality of previously incorporated control programs, wherein the control program optimum for the mounted control device can be accurately selected without much labor, or to provide a water heater with a plurality of previously incorporated control programs, wherein the control program optimum for a mounted water heater can be accurately selected without much labor. SOLUTION: The control device comprises the plurality of previously incorporated control programs for controlling the plurality of control device and a program selecting means for selecting one control program out of the plurality of control programs in accordance with an operating property value for a structural member of the device. The water heater comprises the plurality of previously incorporated control programs for controlling the plurality of water heaters and a program selecting means for selecting one control program out of the plurality of control programs in accordance with an operating property value for a constituent member of the heater.
