<p><P>PROBLEM TO BE SOLVED: To conduct End-to-End band control without integrating a device such as a repeater between a distribution server device and a player. <P>SOLUTION: A communication status information control section 106 refers to a group management table 115 wherein players are classified into groups, inquires a communication status to each player for each group and records the result of the inquiry in a communication status table 109 and when performing streaming distribution to any player, an effective band prediction section 107 refers to the group management table 115 to discriminate a group of the player, refers to the communication status table 109 to judge a communication status of the group and predicts an effective band at the streaming distribution based on the communication status of the group.
