<P>PROBLEM TO BE SOLVED: To provide a scalable video coding algorithm. <P>SOLUTION: A video coding method comprises a step of eliminating temporal duplicating of a frame in an order of limited time level, and step of acquiring a conversion coefficient from a frame from which the temporal duplicating is eliminated and quantizing the coefficient to generate a bitstream. A video encoder comprises a temporal converting unit for executing the above process, a spatial converting unit, a quantizing unit and a bitstream generating unit. A video decoding method is basically reverse to the video coding, and video decoder interprets the inputted bitstream, extracts information required for video decoding, and performs decoding.
