PROBLEM TO BE SOLVED: To provide a cryptographic program for protecting program data from illegal copy even if copy is performed in a non-protecting environment.

SOLUTION: This cryptographic program generation device for protecting the program data from the illegal copy is provided with a branch separator 102 extracting a branch instruction from the program data 112, a compressor 104 compressing the extracted branch and the residual part of the program data to create compressed data and a encoder 108 encoding the compressed data to store them in the program memory 32.
