PROBLEM TO BE SOLVED: To improve the ductility and the hardness of a rail head part, to secure the wear resistance of a rail and to prevent the occurrence of rupture, such as rail breakage, in the rail used for heavy load rail road by controlling the quantity of carbon to be added, the conditions of hot-rolling and accelerating cooling, in the production of the rail. SOLUTION: The method for producing high carbon steel rail excellent in the wear resistance and the ductility is characterized in that a steel slab containing 0.60-1.40 mass% C for rolling the rail is hot-rolled in such a way that prior to the finish-rolling, the rail head part surface having a temperature of≥700°C is cooled to 680-500°C at 2-20°C/sec cooling speed and thereafter, the finish-rolling is performed at a reduction of area of 2-15% and the head part surface temperature is elevated to 700-950°C.
