PROBLEM TO BE SOLVED: To enable an incoming message to be not informed immediately and the timing for informing the message to be determined by discriminating the televiewing state. SOLUTION: A message incoming signal is created and sent to a means for judging notice of incoming message. A decision is made whether a user is goinng to televiewing a television program based on a remote control signal for channel switching, for example. When the user is concentrating on televiewing, the incoming message is not noticed. When a decision is made that the user is not concentrating on televiwing, the processing for informing the incoming message is started by delivering an incoming message notice permission signal. For example, an indication lamp is lighted, a melody is sounded, or the background image on the screen is altered. After the incoming message is noticed, operation is entrusted to the user. The user can confirm the content by operating a remote controller to display the message on the screen. Since an incoming message is not informed immediately but noticed when concentration on the television screen is lowered, the user does not have a strange feeling for the processing of incoming message and concentration on the screen is not impeded.
