PROBLEM TO BE SOLVED: To provide a method which can control the generation of hydrogen sulfide and the like at least during a period required for a transportation process and a storage process, and treat paper sludge generated from a paper factory without causing influence on cement quality and a pollution problem in the incineration (firing) of cement. SOLUTION: Quick lime or slaked lime is added to the paper sludge generated in the paper factory to adjust the pH value of the paper sludge to >9.5 and≤11.0. A bacteriostatic agent for anthraquinone-based sulfate reducing bacteria or activated carbon having ammonia-adsorbing capacity can be used together with the quick lime or the slaked lime.
