<P>PROBLEM TO BE SOLVED: To provide a device, a method and a program for distributing meteorological coupon email while increasing the redemption rate of electronic coupons by cooperating with meteorological information. <P>SOLUTION: A meteorological coupon email distribution system 100 includes a meteorological coupon email distribution device 1, user terminals 2i (i = a, b, ..., n) owned by users (consumers), and a computer network 3 such as the Internet or a telephone network that enables the meteorological coupon email distribution device 1 and the user terminals 2i to communicate with each other.
