PROBLEM TO BE SOLVED: To provide an enough safe constitution on an explosion-proof constitution only by taking a pressure-resistant explosion-proof constitution without making a card reader part to be a substantially safe and explosion-proof constitution, to make durability excellent by avoiding a movable part and an opening part, and to improve reliability of reading of data without misreading by making reading of the data to be non-contact. SOLUTION: This invention are equipped with an oil liquid feeding apparatus 1 for feeding an oil liquid to a tank lorry hatch, a field installed controller 3 installed in a hazard area which is required to be an explosion-proof constitution, and a controlling apparatus 2 for controlling the oil liquid feeding apparatus 1 based on an instruction of the field installed controller 3. The field installed controller 3 is equipped with an IC card reader writer 31, which reads data stored in an IC card only by holding the IC card in which necessary data are stored in advance at the front of this IC card reader writer 31, and it gives an instruction to the controlling apparatus 2.
