PROBLEM TO BE SOLVED: To provide a system for recommending limiting of a specific function of a portable telephone to a user in the area where limiting of the specific function of the portable telephone is required. SOLUTION: The point service system determines the point as a reference for deciding degree of a service to be presented. The system comprises a portable telephone, a stop means for stopping a prescribed function of the portable telephone, a means for storing the stop position where the function stops, a start-up means for starting the function which has been stopped by the stop means, a means for storing the start-up position where the function was started by the start-up means, a point determining means for determining a point based on the stop position and the start-up position, and a means for storing the point decided by the point determining means which is corresponded to the portable telephone.
