PROBLEM TO BE SOLVED: To make it possible to directly shift from writing discharge to sustain discharge. SOLUTION: Simultaneously with the application of voltage necessary for forming wall charge on a 1st sustain electrode Sui1 and a 2nd sustain electrode Sui2 from a circuit 52 to the 1st sustain electrode Sui1 through a switch S2 in a scanning period, the voltage is applied from a circuit 54 to the 2nd sustain electrode Sui2 to generate writing discharge between a scanning electrode Si and a data electrode Dj. Wall charge is formed on the 1st and 2nd sustain electrodes Sui1, Sui2 by the writing discharge.
