PROBLEM TO BE SOLVED: To obtain a formaldehyde releaser, and to provide a method for directly treating an aqueous system with at least one biocide containing the formaldehyde releasing composition. SOLUTION: A stable urea formaldehyde composition which slowly emits the low level formaldehyde with a low odor or a non-odor by combining the formaldehyde releasing composition with at least one biocide containing an isothiazolone is provided.
