DETECTION OF CONGESTION, CONTROL METHOD, AND ITS DEVICE

PROBLEM TO BE SOLVED: To provide a method and its device which detect and control congestion generated when sessions concentrate on a specific terminal group in an IP network. SOLUTION: A session control device is installed in a form to be adjacently or built-in a session establishing device which establishes session between terminals. It supervises session information requested to the session establishing device and the response with time, discriminates a group (specific terminal group) to which a terminating terminal belongs from information such as an address of the terminating terminal in the session request, measures an un-completion ratio of sessions and a session arrival rate for each group to which the terminating terminal belongs based on a response pattern for the request, carries out congestion detection for each group based on these values, and if congestion is detected, carries out congestion control by regulating session request for the terminating terminal which belongs to the congestion detected group.
