PROBLEM TO BE SOLVED: To provide a memory access device and a memory access method for making it unnecessary to discriminate which of the both directions of coordinates (x, y) an arbitrary rectangular region straddles at the time of acquiring rectangular data at an arbitrary position, and for simplifying the calculation of a storage address on a memory, and for reducing a circuit scale at the time of arranging a two-dimensional image on a multi-bank memory. SOLUTION: Two-dimensional image data are divided into the Bit width direction of pixel data, and respectively arranged in different banks on a memory so that the straddle of the banks can be prevented in the horizontal/vertical directions of an image, and that even at the time of acquiring any rectangular region, the straddle of the banks can be necessarily lie only in the Bit width direction. Also, an address origin Y0 on the memory is defined as an origin for each storage memory bank, and one horizontal directional data column of a stored two-dimensional image is arranged in a continuous address space.
