PROBLEM TO BE SOLVED: To obtain an inorganic-organic composite composition having advantages of inorganic and organic materials such as high surface hardness and mechanical strengths as well as excellent flexibility and toughness, by using a plate-like particle shape inorganic material. SOLUTION: The inorganic-organic composite composition is composed of a polyisocyanate having at least two isocyanate groups in the molecule, selected from the group consisting of an aliphatic polyisocyanate, an araliphatic polyisocyanate, an alicyclic polyisocyanate and an aromatic polyisocyanate having no functional group at an ortho position of an isocyanate group, and a layered composite hydroxide, wherein the hydroxy groups of the layered composite hydroxide and the isocyanate groups of the polyisocyanate, are reacted with each other to form bondings.
