The invention relates to an optical surface testing device and a method for determining surface conditions, such as structure (for example roughness) and/or colour intensity or distribution, in particular, for steel surfaces. Conventionally, determinations were predominantly made subjectively on a personal basis. As a result of which the need arose for an essentially objective and standardised determination of surface conditions and, in particular, for a compact and portable testing device. According to the invention, the above comprises a camera on a mounting (2), fixed to a frame, with a horizontal (3) and a vertical (4) displacement device with an illumination body (5) for a standardised diffuse light emission. A scale (7) is arranged on the frame which may be applied to a surface of the sample. The invention further relates to a method which determines particular categories for the surface condition and which can be carried out partly or completely direct on the sample.
