PROBLEM TO BE SOLVED: To provide a transparent electrode having given solid-state properties with low-temperature baking, coating liquid for transparent conductive film forming used for forming the transparent conductive film, and a forming method of the transparent electrode. SOLUTION: The coating liquid is made by dissolving in an organic solvent ITO ultrafine particle powder with crystal grain boundaries grown by baking ITO complex oxide with indium and tin as essential ingredients at 350 to 800°C. The transparent electrode for an FPD in its forming method is made by forming a transparent conductive film made of the ITO ultrafine particle powder on a transparent substrate, forming an overcoat film over it, and baking the double-layer-structure transparent conductive film at 300°C or less.
